This agreement is formalized in a Memorandum of Understanding (MOU) signed by both governments. This MOU strengthens maritime cooperation and is a direct result of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW).
The signing took place in Abu Dhabi during the sixteenth session of the International Renewable Energy Agency Assembly. Representing Fiji was Assistant Minister for Public Works, Meteorological Services and Transport Naisa Tuinaceva, who signed the agreement with the UAE Ministry of Energy and Infrastructure.
But here's where it gets interesting: The MOU specifically addresses Regulation I/10 of the STCW, allowing both Fiji and the UAE to formally recognize each other's seafarer certificates. This recognition is crucial, as it enables Fijian seafarers to access jobs in the UAE and the broader Gulf Cooperation Council region. It also ensures that everyone is adhering to global maritime safety and competency standards.
The Maritime Safety Authority of Fiji will play a key role in this process, acting as the designated competent authority. They will issue and verify certificates under the MOU, ensuring that Fiji's certification system meets international best practices.
Tuinaceva highlighted the agreement as a major breakthrough, providing direct access to international shipping and maritime employment. He emphasized that the agreement reinforces Fiji's reputation as a trusted maritime nation under the STCW Convention.
The agreement is effective immediately and will remain valid for five years, with the possibility of renewal.
